The Geneva Centre for the Democratic Control of Armed Forces (DCAF) is dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, and respect for human rights. DCAF contributes to making peace and development more sustainable by assisting partner states and international actors supporting these states, to improve the governance of their security sector through inclusive and participatory reforms. It creates innovative knowledge products, promotes norms and good practices, provides legal and policy advice and supports capacity‐building of both state and non‐state security sector stakeholders.

For our Middle East and North Africa Division, we are looking for a:

 

International expert –Parliamentary oversight of the security sector (Parliamentary inquiries)

 

Location:                            Home based with one mission to Beirut, Lebanon,

Starting date:                   The Mandate covers the period from 1 June 2019 to 30 June 2019

Duration:                             12 days

 

The role

 

The mandate consists of:

  • Undertaking an expert assessment of the current framework for Parliamentary inquiries, hearings and fact finding missions in the Lebanese Parliament, including an analysis of: the existing legal framework; key stakeholders; current processes and procedures; gaps, challenges and bottlenecks; and existing parliamentary capacity.
  • Proposing concrete recommendations to DCAF for follow up based on the conclusions of the assessment

 

YOUR EXPERIENCE

Education, knowledge and experience

  • Master’s degree in law, political science, social sciences, international development, or other related field
  • A minimum of 10 years relevant work experience in security sector reform and/or Parliament ; experience with Parliamentary inquiries an asset.
  • Proven experience in implementing projects with Parliament, including in overseas advisory roles ;
  • Previous experience of working in the Middle East an asset;
  • Excellent command of oral and written English. Arabic an asset;
  • Experience in working in multicultural and interdisciplinary teams;
  • Proven experience in conducting assessments, including concrete and realistic recommendations for follow up in complex environments.
     
    Skills
  • Excellent communication and drafting skills;
  • Strong planning and analytical skills;
  • Ability to work under pressure and within tight deadlines;
  • Cultural sensitivity;
  • IT skills, particularly in Word and Excel.
